From October 1, 2026, Meta is changing how WhatsApp Business Platform is billed. This affects nearly every business using the API for customer service and transactional notifications. Here is what changed, who is affected, and what to prepare now.

What changed

Previously, service conversations started by a customer were counted per 24-hour conversation window with a monthly free allowance. Under the new model, service messages are billed per message at the utility rate for each market, and existing utility volume discounts also apply to service messages.

In other words: communication costs with existing customers will follow the number of messages actually sent, not the number of conversation windows.

Who is most affected

Teams with long conversations and many replies in a single support thread will feel the clearest increase because every message is now counted. Businesses whose communication is mostly one-way templates, such as order notifications and reminders, will be easier to predict.

How to calculate your exposure

Take the last one to three months of data from your WhatsApp dashboard: monthly service messages sent, multiplied by the Indonesian utility rate in Meta’s latest rate card. Compare that with your current bill to see the difference. Repeat the calculation for scenarios with 20–50% higher volume.

Practical ways to reduce costs

The key is reducing messages per conversation without reducing service quality:

  • Combine answers: one complete message costs less than three short messages.
  • Use utility templates for transactional notifications instead of service messages.
  • Automate repetitive answers so resolutions are short and complete.
  • Track “messages per resolution,” not just conversation volume.
